Declaration of accessibility 26 / 11 / 2020 What is digital accessibility? An accessible website is a website that allows people with disabilities to access its content and functionality without difficulty. An accessible website allows, for example, to:
• navigate with a voice synthesizer and/or Braille display (used particularly by blind and visually impaired people);
• customise the display of the site according to their needs (enlarging the characters, modification of colours, etc.);
• navigate without using the mouse (with the keyboard only, via a touch screen, by voice or any other adapted device). To do this, the site must comply with the standards in force at the time of its creation and its updates. Declaration of accessibility TCL Relation Usagers undertakes to make this website in accordance with Article 47 of Law no. 2005-102 of 11 February 2005.
In this respect, TCL Relations Usagers has taken the following actions:
• taken into consideration the accessibility throughout the life cycle of the project;
• a compliance audit carried out by a third party certifier. This declaration of accessibility applies to the Rhônexpress website www.rhonexpress.fr.
Compliance status
The Rhônexpress site is in partial compliance with the General Accessibility Framework for Administrators (RGAA) due to the non-conformities listed in the “Non-accessible content” section.
Test Results
The compliance audit carried out by the AccessPod agency revealed that:
• 94.4% of the RGAA version 4 criteria are respected;
• the average compliance rate of the online service is 99.1%. This is the average compliance score obtained on each of the pages in the sample.
Non-accessible content
Non-compliances
• The contact form does not allow the vocalisation of input errors;
• The automatic filling of form fields containing user data is not compliant;
• Downloadable files are not compatible with assistive technologies. A study is underway to make them accessible.
Content not subject to the accessibility obligation Some content is exempt from the accessibility obligation and is outside the legal obligation because it is third-party content that is neither financed nor developed by TCL Realtion Usagers and is therefore not under its control.
These contents are:
• the route planning application. Specific exemptions • Pages may contain HTML validation errors. However, to the best of our knowledge, this does not cause any malfunction of the technical aids. Reworking and checking all the pages of the site would represent a disproportionate workload compared to the expected gain.
• The chatbot uses information that is available on the various pages of the site. The estimated benefits for people with disabilities of making it accessible are too low compared to the estimated costs, taking into account the frequency and duration of use of the tool and the importance of the service provided.
